Land Value Tax Bill published

The Bill sponsored by Green MP for Brighton Caroline Lucas has now been published. The citation is
“A Bill to require the Secretary of State to commission a programme of research into the merits of replacing the Council Tax and Non-domestic rates in England with an annual levy on the unimproved value of all land, including transitional arrangements; to report to Parliament within 12 months of completion of the research; and for connected purposes.”

It would be nice if the government were to allow a proper debate and better still if the bill were to be passed. It is, after all, only asking for the commissioning of research and commits nobody to anything. It will be interesting to see how the Labour and LibDem MPs respond.
